Stir the cottage cheese and eggs together in a bowl until mostly smooth.
Add the sugar, salt, and flour and mix into a soft dough.
Stir in the baking soda and vinegar until evenly combined.
Mix the grated cheese, garlic, dill, and sour cream in a separate bowl.
Divide the dough into small portions.
Flatten each one, add a spoonful of filling, and seal the dough around it.
Melt butter in a skillet over medium heat.
Cook the fritters seam-side down for 3 to 4 minutes per side, until golden and cooked through.
Transfer to a plate and serve warm.
